The National Information Optoelectronics Innovation Center is a new innovation carrier established in the form of "company + alliance", built by various innovative entities such as enterprises, research institutes, universities, and industrial funds with strong scientific research strength, rich resource advantages, and powerful industrial capabilities in the field of information optoelectronics in our country. The innovation center addresses the major needs for innovative development in the information optoelectronics manufacturing industry, emphasizes collaborative innovation orientation, focuses on increasing efforts in R&D of frontier industries and key common technologies, promotes technology transfer diffusion and initial commercialization applications, strengthens the construction of manufacturing innovation talent teams, provides public services for manufacturing innovation, and carries out international exchanges and cooperation. NOEIC fully utilizes existing innovation resources and carriers to build a collaborative innovation ecosystem.

At present, the innovation center has high-end chip technology R&D platform and integrated optoelectronics R&D platform, which are the most industrialized InP, GaAs and silicon photonics and other optical communication optoelectronic chip design and process platforms in China; it has strong innovation capabilities in III-V group high-end optoelectronic chip technology and process, silicon photonics integrated chip design and testing, high-speed optical system design and verification; formed a committee including 10 academicians and experts and 17 industry experts; signed co-construction agreements with more than 28 domestic and foreign units, carrying out cooperation in platform construction, resource sharing, project cooperation, personnel exchange and other aspects; reached strategic cooperation intentions with several well-known foreign research institutions in Russia, France, the United States, Germany and other countries, gathering global talent and technical resources.

The National Information Optoelectronics Innovation Center gathers industry advantage innovation resources, focusing on four directions: high-speed optical chips, silicon photonics chips, quantum chips, and integrated chips, focusing on next-generation networks, data center optical interconnects, 5G and other information optoelectronics application fields. NOEIC breaks through key technologies and common technical bottlenecks in high-end material growth, core chip processes, advanced packaging integration and other aspects. The innovation center has built an internationally first-class information optoelectronics manufacturing innovation platform, significantly improving the supply rate of core optoelectronic chips and devices in the industry; by 2025, it will achieve autonomous and controllable core optoelectronic chips and devices.
